Go into EX1==>AMP/DRIVER==>AMP MOD and change VELOCITY INTENSITY to 0 and EXPONENTIAL VELOCITY to 0.

You'll find the name of the EXi in Play tab, Main Subtab. There's a grey bar with the text "EXi1: ..."

I don't think this is what the OP needs. With this setting, you're restricting when the Timbre will sound, instead of making sure the Timbre always sounds, at the same volume.
