You achieve sustain pedal on the lower but NOT on the upper(s) with pa700-shortcuts <shift>.

buttons shift + ensemble selects the menue Keyboard/E ...

1) Global Controllers / Function = Damper Pedal

I have yet to be able to drop the octave of a 'lower' sound ....

Menu > Mixer Tuning > Lower > Oct. Transpose (from -3 ... 0 ... to 3)
