So I heard a Gareth Emery trance song, Sanctuary, recently- and I swear that the vocal melody has been used in a different, older song.

Happens to me all the time. And it gets worse the older you get and the more tunes you know.
Sounds vaguely like a tune I recall from the "Spirit" soundtrack by Bryan Adams, but I couldn't tell you which song.
Is that movie part of your memory bank?

Another candidate...
Dunno if you listen to contemporary christian music, but there's a tune called "Magnify", originally by Fellowship Church but being covered by several CCM artists that has a very similar line in it's opening verse.
