cannot pan insert efx?

So I am trying to use the factory EP's that have insert efx and I want to pan it hard right....pan in vol/pan section has no affect, pretty standard as its an insert, so I go to the insert effect and there is no panning control...Seems they are "hard-wired" to stereo only??

Please tell me I am wrong here and I can indeed pan these effects? If they are "locked" to stereo only then they are pretty useless really.
