Is there a program that can identify a midi file ? Only interested in the name and if possible the artist.

The MIDI file format doesn't allow for much in the way of additional data.

Muse Score, though it's a bit clunky just to use to view MIDI file metadata.

There's also MIDI-Yodi, which includes a MIDI file Explorer that displays files in a directory with the additional data in a list. Costs about $15, with a try before you buy:
