I can assign the 4 layers to 4 different midi channels, turn local off and use my sequencer to control to which channel the keyboard is routed, but it seems none of the knobs (not even the pitch and mod wheels) seem to be transmitting any midi. Hmm they don't transmit even when local is on!

after a restart it suddenly started to work Rolling Eyes

Mod knobs are the only ones that receive and transmit midi. You can assign which parameter to mod knob at individual layer level and performance level, there is a menu a couple of click in the utility I think ,that show which midi cc numbers are valid for those knobs.
I believe local has to be on if you are automating mod knobs via wavestate panel.
