Limiter works perfectly for me. I have a combi where I have a synth sound on kross, which transforms into rhodes by foot pedal. at the same time mod wheel brings strings, and tempo knob brings hammonds. The same combi has brass sounds on ch15 controlled by midi keyboard. But midi keyboard doesnt have a dedicated volume knob. So I used again a limiter to assign midi keyboard's mod wheel to control volume of brass. But don't forget that limiter IFX should be on ch15 also.
If you have overlapping functions like you described for SW1 or SW2, you can always filter them under Midi Filter. In your case, you assigned a limiter to sw1 to mute piano&strings; but if it also adds portamento to the synth sound, you should uncheck Sw1 for the synth sound under Midi Filter page in Combi.
using the mod wheel to control volume

Right, I forgot about using the midi filtering.
So specifically what are the settings you are using on the limiter?
You had mentioned setting the gain to -inf....I don't seem to see that????
