After I push down the screen on the PA4X 61 and I try to open to tilt it I press the unlock button and nothing happens? is it supposed to pop up?
Is it defective?

I believe it is fine - it is a manual tilt up and down.

Yea, but I have to have a long finger nail to open it up or some plastic credit card to wedge it up, I don't know if you understand what I mean?

I haven't actually seen/touched one here as yet but I would have thought that it was the same as my PA3X which can be manually operated.
Maybe the surrounding area (frame) of the screen is different.

At 1:25 on this video you can see that the LCD pops-up when you press the UNLOCK button. Are you sure you are pressing it hard enough to release the lock? If it releases the lock when you press the button, but doesn't pop up then the spring mechanism is either missing or stuck.

It depends on if your putting the screen fully down properly or not.

To put the screen fully down, you press and hold the button while pressing the top of the screen down until it's completely flush with the body of the keyboard. Then you release your finger from the lock, which holds the screen down flush to the body of the Pa4X.

To Raise the screen, you press and hold the lock button. The screen will pop up a few degrees making it very easy to grab the top of it and move it to the position you want. When at the angle you want you then release the lock button and the screen stays at that location you have set.

Regards
Sharp.

It looks like a damaged spring.
