im not really sure what the issue is here ive also never gotten a used item with no software installed whats the first step i need to take to get this thing running?

Not to be flippant, but take it back? It might be fine, but my first take would be to wonder what else is wrong with it.

Otherwise, you should be able to download the OS from the Korg site and go from there, I would think.

I've never had any trouble updating any software/firmware from Korg, but I will admit that my experience with the E2 is limited (returned mine early), though updating it was a breeze.

Seems like it got bricked by somebody trying to load the sampler's OS. You might want to search for that as I remember others bricking theirs as well.
