I really like the electric piano performance sound 'Tine EP/Phaser', but it only applies automatically to track upper 1. I need it on track upper 2. Is there any way of changing the track selected or perhaps copying the voice and associated effects from upper 1 on to track upper 2?

Phaser already exists in your STS FXB , you can either "send" upper 2 sound to 2 master FXB instead of upper 1 or both ,
nor assign insert FX to upper 2 if phaser is there !
STS are sharing the same effects there so it's up to you to decide of what sound will pass through the existing effects.
You can also copy an STS effect to another STS , from upper screen menu while in FX page.
Read Pa3X manual about effects routing and explore menu setting concerning effects & "send" parameters !
