Combi mode: sending program changes when one is received

I went to rehearsal tonight with a new Tech 21 MIDI Mouse pedal (it remembers a program number and has an up and down button which send on the next and previous programs). I was hoping to use this as a substitute for a single footswitch plugged into the TR set to Program Up, so that I could add Program Down functionality.

Well, things bombed in rehearsal because while the MIDI Mouse would send correct program changes to the TR, the TR would not send program changes to my other devices upon receiving the program change. The combis were supposed to change programs on my laptop and other keyboard, and if I manually switch combis using the buttons on the TR, or with the footswitch plugged back into the TR and set to Program Up, the correct program changes are sent.

It appears that the TR doesn't send out program changes in a combi when the TR receives a program change message externally first. Is there some way to change this on the TR, or am I stuck looking for other options?
