Hello again a stupid question.

Where do I make value for send 1 and send 2 to the master effect 1-2 in program mode

you can do that in the IFX screen where you see the textboxes for Send 1 and Send 2.

Yes I know, but there are not highlightet, and can not be selected,

If the sound is routed through IFX, then you do it at the end of the IFX chain (fields on the far right of the IFX list).
