In combi mode, I am using one of the "timbres" to trigger an external sound module - a resource-intensive piano stack - from channel 9. A Kronos organ sound is on another timbre, and I use the foot pedal to fade it in and out, leaving that channel fader 3/4 of the way up.

For some reason, the only way the front panel channel faders will control the volume of the external (piano) device is with the foot pedal activated on that channel. I need to reserve the foot pedal for organ only, and control the piano volume by hand, like all the other timbres. Of course I could have Kronos play a piano stack and the external module play an organ sound, but I need the configuration this way for a number of reasons.

So the ability to control the volume (of an external device) on ch. x from the front panel seems like a side benefit of using the foot pedal on ch. x. Does anyone know of a way to tell the front panel's ch x fader to take control without depending on the foot pedal setting? Thanks!

I just tried it, and it works fine: fader controls the volume of the external gear while Foot Pedal is disabled.

May be you made a mistake on the midi filter tab: if you selected one row below (Enable Other Control Change Messages), then the fader will not work anymore.

Here are my settings:
Global: Foot pedal = CC#04
Timbre midi: Ext
Midi Filter tab 3, third row from below: Enable Foot Pedal deselected.

I had my foot pedal set on cc 07 (volume instead of foot pedal). With the pedal deselected the other faders worked fine but not the one for the ext. board. Your settings are the correct ones - thank you very much!!
