I had the exact same problem - along with a number of crashes in the editor software when trying to select a MIDI input for 'Note MIDI IN'. I ended up removing the USB cable (although I think this isn't strictly needed) and using DIN MIDI connections via my (always very reliable) 4x4 MIDIMAN USB ...

I gave up looking for an instrument definition file for Radias and ended up writing my own... fun it wasn't... Feel free to email me if you still need a cut. To forewarn - I've had some trouble getting it to work 100% reliably in Sonar X1 Producer Extended - but by and large it seems to work ...
