ARP settings are stored as part of a program. They can't be moved, copied, or named independently of a program. The Mod Sequencer settings are stored as part of a timbre withing a program. They can't be named independently, but they can be copied between timbres and between programs using the editor/librarian software by drag and drop with the mouse. I think it makes good sense for the arp and mod sequencers to be tied to programs and timbres, and with the editor/librarian software it only takes a minute or two at the most to completely change the settings. In most cases it just take a few seconds to set the arp the way I want, so not having named arps hasn't been a problem for me.
By the way, it is very cool to have 3 sequences per program. You can create a lot of motion in a voice without having to use up OSCs, LFOs, EGs to do it. Setting the Mod Seq to Smooth motion basically gives you an additional LFO with a completely custom waveform that can be assigned to any of 40 parameters.
