KORG TR61 USB-B Connection

What is the USB-B Cable Port used for on a KORG TR61 Music Station?
Can you put different .RAM files on the keyboard? Can you put garageband .RAM files onto a KORG TR61 with this USB-B Connector

I don't know what a .RAM file is, but you can't just put the sounds of any one keyboard or piece of software into another keyboard or piece of software, unless they share exactly the same synthesis engine (i.e. exactly the same options and samples and synthesis features and parameters). So definitely not sounds from an entirely different manufacturer.

Not directly anyway, you can sample and emulate and all that but it requires you to program the sounds.

The USB connection on the keyboard is used to transmit and receive MIDI from a computer. MIDI is a protocol which sends information about which patch number you select, which controllers you adjust, which notes you play, when you let go of them, how hard you hit them, etc. It is just information and it is up to whatever is receiving those messages to choose what to do with them.

For example, you could plug the TR into the computer via MIDI or USB (same function, but the USB connection is more efficient), and then use the TR's keyboard to play the synth sounds in Logic or Garrageband or in other softsynths.
Similarly you could 'sequence' (when talking about MIDI events, we use 'sequence' instead of 'record') a performance of notes, and play it back having the TR playing the actual notes using one of its own sounds.

It doesn't help at all in getting sounds from the keyboard to the computer or vice versa - you still need to make audio connections to record etc. BUT what it does offer is a convenient way to get one to play sounds that are on the other.

but can you put like garageband sounds (ex. a Keyboard sound) on a KORG TR using a USB-B Connector

No, sounds from Garageband cannot be moved via USB (or via anything else). USB on the TR is used only for midi, and only Garageband can play it's own sounds (patches).

And none of that is done with the USB connection, I might add.

The question is the same as asking whether you can load a Yamaha DX7 sound or a Roland Fantom sound on to your TR. The direct answer is no. The long answer is no, but you could try to emulate it with some sampling and clever programming.
