I'd say no, I'm afraid.

M3 works entirely differently to the Radias.

I doubt you can directly upload a pcg into the radias rack.
however im sure, assuming you used waveforms and effects that can be found in the radias rack, then you will be able to successfully re create the sounds.

The M3 editor allows importing of R3/RADIAS presets, it can't export?

Are you sure about that? I've never tried it, but using the M3 editor I can import Radias rack to Radias Exp programs?

Yes, the M3 editor allows importing but not exporting of Radias/R3 patches. The EXB-Radias has a modified internal structure that loads and depends on certain elements in the M3 "side" of the memory.

But you can manually reconstruct the patch if you take the time to open the editors side by side and translate the parameters. It only take a few minutes once you get used to the process.

Well if I try to import a RDL (i've got the EXB-Radias) first it shows the RDL files grey shaded (on mac) if I type the name of the file M3 editor says invalid data format. Seems to me a version problem maybe ?

The way around, Radias R to EXB-Radias.
There is a import on M3 editor and it let you choose RDL files, well not really. It list RDL and R3L as possible import but let all those file grey shade.

I have to say, Korg is very silent on M3 editor.
