I loaded a WAV file, created a multi-sample, created a program from it, saved the PCG file, Created and Saved the KSC file, used the program in a Combi, saved the Combi. And I modified the Global Load KSC file list to add this sample to my load to memory when boot. On the Combi screen, I get an error that says; "Samples Not Loaded"????
When I play the Program AND the Combi, I hear my sample/WAV perfectly. However, when I power off and back on, the sample does not load and I can't hear the voice in my program or Combi.
I checked page 422 of the Parameter Guide which says the solution is to LOAD the sample data, but it is loaded since my Program and Combi play perfectly when in memory??????
What am I doing wrong?

Your question is confusing. Samples don't load at boot up unless you configure it that way and then you have to make sure the samples in question are being loaded. Might not happen at boot up, since it loads its own set of files. If you are loading your sample data afterwards, then of course you will hear your progs and combis OK. I have found that it is best to make your own folder and save everything there. Then after boot up, load this data and you should get what you need.
