It needs to be done on a per Program or per Combi basis. There is no Global portamento setting.
For Programs, the settings are on the Program P2 Edit pitch screen, and can be set individually for each oscillator used in the Program. The Combi settings are on the Combination P2 Edit-Trk Param screen. For Combis, it is possible to specify which Programs in the Combi use portamento and how it is used per timbre.
