Control messages (and NRPNs) always are channel messages - so control messages only effect to that channels you are sending to.
Using Midi-In you can route messages to different elements of Pa1000, each one is representing an separate Midi-Device.
So you can sent - maybe Volume #CC7 - to tracks of Upper1,2,3, Lower, Player1,2, Style (Drum, Perc, Bass, Acc1-5), depending on routing.
But it is not realized to send control messages routed to Pads, MP3 .

Also special channels (control channel, global channel) are routing to elements of Pa1000. So "Global" is splitting notes to Upper and Lower, to be able using Masterkeyboards with chordrecognition of Pa1000 whereas bankselects and program changes with "Control" are used to select Styles, Keyboard Sets and SongBook Entries of Pa1000 from an external device or to send controls to start/stop the Arranger and Players of Pa1000.

But it is easy to control effects per MIDI as effects are associated to elements Upper1,2,3, Lower ... Player1,2 ... Style. Simply send control messages to channels routed to elements you want to control - in case the effect is using your controller as DMS (Manual page 792) he will react as programmed - DMS was made for that, but pay attention not to use controlles that also will effect your sound unintentional.

What really is missing are routings of messages to elements of Pa1000 like Pads and Chord Sequences, but there are no restrictions with nanoKontrol able to handle all controller-numbers (0 - 127).
