To save User Samples from memory, save them by selecting the User Sample option during a Save All operation.
Create a new Set folder on flash drive, use Save All with options User Sound & Dk and User Sample.

If you want to load user sounds or drumkits from that flash drive LOAD SINGLE Sounds/DKs (pcg-file) from the SET folder into your Pa-Arranger. That automatically will load pcg-file with its pcm-files to memory.

To emphasise the excellent prior advice.

If you do not follow said prior advice to LOAD A SINGLE SOUND you WILL over write the inbuilt Sounds within your PA.

Always Navigate down within the file folder system until you see the name of the actual Sound you wish to load.
