How to unblock Local "microCD Card Localisation"

Hello friends, I want to ask if anyone knows what needs to be done to work the feature "microCD Card Localisation" available already in OS 1.2.0 It is shown in the video after 0:50. I think this is very useful for each of us.I will be grateful to anyone who knows and share info about it.

Local is for producers who create protected content. Not for the average person unless you want to produce protected content. How it is done, I don't know. You'll have to ask a producer. I don't think it is in the manual, I could be wrong.
