Perhaps that's the reason that a germany guy like me has so much wishes? I will have to pay much money for that machine!

As far as I know, and correct me if I'm wrong, it is not the case that you don't have to pay sales tax. The state that sells the item does not collect sales tax from you. But you are supposed to declare that you bought the item and pay sales tax to your own state. (Different states have different sales tax rates.) But most people don't do this because it's too easy to get away with it. Prices include tax. If you buy these keyboards in Akihabara and have your passport, you won't have to pay taxes....so you will save a few hundred bucks.
