No response either - that doesn't bode well.
I just checked to see if there is a more appropriate channel available via Korg Japan - but their support page (with a lot of help from Google Translate) says the same thing "contact your local distributor" and there are specific terms you have to agree with when sending a request that you are in Japan.
No information appears to be available on an alternate path if the local distributor channel doesn't respond or you have a more technical request.
If I could speak Japanese I would phone Korg Head Office as I am sure they will be happy to share the SysEx information with their users once they actually hear the request. Rather surprising it isn't on th website like it is for OS2.

Good news. My second attempt with the local Korg distributor resulted in my receiving the SysEx documentation for 3.1. Had to round trip with Korg Japan of course but its here in all its hexadecimal beauty.
They didn't require me to sign a license agreement so it is likely freely available for others to request.
