1. Can individual drum instruments have an EQ setting?, Hi-Hat for example, rolling off the low end?
2. Can individual drum instruments be assigned or mixed to insert or master effects? For example, no effects on kick drum, extra effects on toms?

Drum Instrument EQ and FX levels

Hi,
1. EQ settings are common to all drum instruments in a kit.
2. The 2 Insert effects are common to all drum instruments in a kit. Master effects is common to all timbres and there is no mixing foreseen.
But...
You might use the 2 filters of the drum instrument program itself to shape the spectrum and don't forget the EG and virtual patches to dynamically tweak the filters. Ok, it is not an EQ, but it is a beginning. And the drum instrument is only triggered by one single note only. So the filter settings can be tweaked for that particular note, no need to have a full range nice sound.
If you want a particular effect on one or two drum instruments, you might sacrifice one or two of the timbres next to the drumkit timbre. Each of these timbres are setup as mono synths, a keyboard range of one note and holds that particular drum instrument program. (E.g. copy it from a drumkit using the sound editor). At that moment you can apply EQ and 2 insert effects only for that drum instrument. Of course, sacrificing a full timbre for it is painfull...
The mixing towards the master Fx is done indirectly by playing with AMP settings of each timbre and/or drum instrument, or the output level for some of the effects.
