padkontrol latency in ableton

I'm running Live 8 and just recieved a padkontrol off of ebay. I'm having a hell of a time trying to get it set up. I can manage to assign drum sounds in the drum rack to specific pads, but I can't get my knobs to do anything. Ableton's manual doesn't seem to help much.
But my biggest gripe is that there is some serious latency between hitting a pad and the sound playing. Is it normal to have that kind of delay. I'm using a brand new laptop with vista and 4gb of ram. I even close all programs and set the priority to 5. Would it help to get one of those m-audio interfaces or something?
Also, I bought this padkontrol off of ebay and it didn't come with any of the software or drivers. How can i get a hold of the driver at least.
