but IDK what it is or where it's originally from 
There's a patch similar to it on the X50 called distorted teabag.
I'm thinking it's originally popularized by the 303? Anyone want to confirm that?
anyways, I'm too lazy to record the patch directly but here's a song with it (skip to 0:08, it's REALLY mixed in the background. there's a slight pause 0:36-0:38 where you can hear it best)

It sounds similar to something talking, but there's no formant/DWGS/talkmod here, it's simply synth witchcraft where you modulate a High Pass Cutoff with full-on distorted resonance.
