How to create a cc for program change

Hi, I'm trying to create a cc on channel 1. Channel 1 and track 1 is my drum track I want to change drum kits from drum program 7 to drum program 18 at measure 118. The PG says to use cc 00 . Itried this in rack edit but have had no luck . Any clues? Thanks
