sdd 2000 midi program change problem

I am a very experienced rack user, but I am suffering from a vexing problem. I am controlling an sdd2000 from a DMC ground control pro. I am trying to call up certain presets using the midi mapping in the GCP. When programming the preset the program is correct on the sdd, but when I recall the program on the GCP the incorrect program always is recalled. There is not even some predictable offset that I can work with.
Is my Sdd broken? Can the sdd2000 be used this way? I can't imaging why they would have a midi unit that could not respond to program changes.
