Let's say I purchase a shotgun. Could I practice on targets in my backyard? Legally of course. Do I need a hunting license

It would depend on what area of New York because it varies from township to township. No, you do not need a hunting licence to target shoot how ever there may be restrictions on discharging weapons in certain areas where you live.
You need look into your towns rules for the answer. Check with your local town offices and if you still need a place to target practice seek out a local club or find a friend with ample private land to practice on.
In my area there are no such restrictions fortunately.

The "usual" limitation is whether you're inside an incorporated city's limit or not. Outside, and you should be fine. NOTE: YMMV, laws might be different there, but that is usually the case. Here in Savannah, my second plane is at a hangar just outside the incorporated city limits, and we shoot there all the time. When I lived in NY. we went to an amenable farmer's house, and shot skeet to our hearts' content.

Additionally, you better have a good berm or backstop in place because you are liable for any/all property damage to the properties surrounding you.

So, what shotgun you looking at?
