I know this is a silly question, but anywhere I go on the web, it must be assumed. I just would like to clarify:

Can you connect any midi controller via midi to a rack-mounted or module synth, as long as both the controller and the module have midi ports?

Yes, you can. Connect the MIDI Out of the controller to the MIDI In of the rack unit and make sure that the module is receiving on the same channel number as the controller is transmitting.
