Is there any way to send midi out for the drum track and karma engine without having local control on? It seems like the only way for me to get midi out for either is to enable local control.

I'm not entirely certain about this, but it looks like if you're trying to send your KARMA MIDI data out through the USB B port, then local control needs to be on. If, however, you are using the standard MIDI ports on the keyboard, then you can have local control off, so long as you make the appropriate settings in Global mode on the MIDI routing page.

Anyway, it's not clear how you are set up for this. KARMA needs some kind of input for it to operate. So if you have local control off, then presumably you are triggering KARMA from an external MIDI device?
