Off is not recommended and should be set only in rare cases like if you let your Kronos on idle for hours and for some reason needs a very quiet environment. Temperature inside then needs to reach 80 C before the fan starts - not good for CPUs and SSDs. Fan noise is ridiculously low anyway, so not worth the risk.

I use my Kronos with fan off since 2015 - all fine so far.
Yes, found it in the manual too.
Older Kronos versions seam to have a „slow“ setting - but then the fan switches back to full mode above 89C.
