No, the number of voices applies to both oscillators on the timbre. However, you can have a different number of voices on each of the two timbres. The bad news is that multiple voices in unison eats up polyphony, and so it's best not to use unison at all and to use other features of the synth engine to add complexity to the timbre, such as waveform modulation, cross modulation, waveshaper, chorus fx, and L/C/R delay, which don't eat up polyphony.
