repeating only part of a measure

Is there a simple way to repeat only part of a measure? Suppose I have a measure in 4/4. I want to repeat only from the third quarter note to the end of the measure. How can I do that?

This question is relevant to arranging two instruments that are playing in different time signatures (which I like to do a lot in my composing and arranging). Suppose I have a drum track in 4/4 and a repeating synth riff in 7/4 that I am recording after laying down the drums. The two instruments sync every 28 quarter beats. But I can't simply repeat the 7/4 figure because (unless I am misinformed) in a single song I can't program one instrument in one time signature and another instrument in a different time signature. (Currently, I am doing this the old-fashioned way--I'm playing four measures of 7/4 for the synth line, so that I sync up with 7 measures of drums in 4/4.)

So, instead, can I repeat only part of a measure?
