Is there any way to get a microkorg XL to “pass on” in incoming clock signal to its midi out and the next device in the chain? I want to go
Electribe R > MicroKorg XL > Proteus
in a way that means that the Proteus recieves both the notes data from the microkorg xl AND the midi clock timing so that its arps sync to the timing of the electribe and microkorg.

You can't do it with the microKorg itself, no.
You could use a MIDI Merge module/box connecting the Out and Thru.
Alternatively, you could run the microKorg as the clock master, connect the Proteus to its out and the Electribe to the Proteus' Thru, or vice versa.
