You could use a "Gate" AMS Mixer to have aftertouch only on selected notes, based on the state of another controller or AMS source at the time of note-on.
For instance, see "Selective pitch-bend, using a switch" under "Tips for using Gate" in the Parameter Guide's HD-1 chapter.

I don't fully understand your direction here - but I will definitely read into it - it sounds intriguing - thanks a million.
You're highlighting what some of us are coming to realise - the OASYS (and Kronos) is a massive and open book of programmability.
And just this weekend I started to read the sections in the parameter guide on the common and voice-specific step sequencers - the very issue you raise here - and I'm only right now beginning to realise what a bottomless well of resource these stunning sequencers are. It has only dawned on me too that most of the synth engines have voice specific step sequencers - meaning that dozens of step sequencers can be running at the same time and all offering voice-specific options.
