Foot Pedal not working on old sound during SST?

I'm using an expression pedal set as CC#04 in global settings.
I'm mainly using it for controlling volumes - usually using a trick that's been discussed here before of using an IFX compressor with no compression but setting up gain adjust attached to foot pedal. This works particularly well if using Combis where you want some elements volume controlled and others not.
However I've stumbled across a slight problem with this when changing sounds. If I'm holding a string chord say which im fading out using the pedal, and change to another sound, the pedal then stops controlling the old sound and it stays at the volume it was at when changing to the new sound; so I can't then fade it out any further.
I don't remember now if this was the case before doing the update or if it's a new issue. I've also yet to check if the pedal works under different conditions (i.e. Not controlling an effect parameter, but directly controlling the sound engine like on the modelled Organs)
Any one else noticed this kind of issue,

I do this using expression and its normal. It always has been. Kinda seems odd the sustain pedal can hold the sounds but the expression stops working. Still, it's been this way since I got mine over two years ago.

Foot Pedal behavior was the same in all previous OS versions. When you change to another sound - all controllers(not only foot pedal) are being disconnected from previous sound (combi, prog. etc.). This is normal behavior because all contollers are affect only ACTIVE combi/prog. Check this and you will understand how it works.

The section of the Operation Guide on Smooth Sound Transitions has this info:
Controllers
Most controllers (Joystick +/-Y, Aftertouch, real-time knobs, etc.) affect only the new sound, and not the old.
Sustain, Sostenuto, Joystick X (pitch bend), and Note Gate continue to affect the old sound, as well as the new. You can use the Combination and Song MIDI Filters for additional control over these MIDI messages, if desired.

Hmm - so I wonder if I could assign Joystick X to control a volume adjustment using an IFX unit, and beyond that perhaps use Karma to be able to map the foot pedal to generate Joystick X? I'll do some experimenting...

Is it possible to assign a controller (Vector joystick) to affect the old sound instead of the new sound? The MIDI filters would only turn on/off the controller, right?
