I find my way do it! In Live midi enabling window, unfold the window to the right until I see min-max value. I was set to 20 to 999 bpm, I reduced it to 40 to 280 and the steps are now from 2 to 3 bpm!

To thoffir It work now with program change on the input of midiconverter. I followed your instructions and it's received as cc 32 by LIVE.Except inertia parameter on midiconverter as to be set at 0. I know it should be easy to map, I do it with others devices (oxygen 8...) but with that specific knob, It as no effect.
