PadKontrol Knob Resolution

For some reason my PadKontrol sends midi values 0, 4, 8, 12, etc. when I slowly turn the knobs. I noticed this when tweaking a filter with the res turned up. I tested it through a midi analysis program to make sure. I sent korg an email and received this reply...
"Your findings are indeed somewhat characteristic of the unit. The knobs on the padKontrol will have different resolutions depending on the speed and manner which you turn them. That is to say, the slower you turn them, the more control you will have over the resolution. That being said, again your findings aren’t out of line with our own tests with the product. We certainly appreciate your comments and I have passed them along to the appropriate department. If you have any additional questions or concerns, please don’t hesitate. Thank you for your support of Korg."
I also did a side by side comparison with my crapped-out Oxygen 8 and sure enough, the old bastard transmits 0-127, not skipping a single value when I turned it slowly.
I don't plan on returning the unit if this is standard, I just want to know why. Is 127 values too much to ask for a unit that retailed for what, 299 USD? Is this something I should be checking for on every korg product I consider purchasing in the future? Is this an effect only seen in usb mode? (Would test with midi cables but don't have any)
For now I will just be reaching over to the Oxygen for knob contro in situations where the x-y is not a good choice.
