Is there any way to assign programs to the pads so you can switch between programs by pressing the different pads?

Apparently, NO
PER PDF MANUAL - pg 36
1–7(8)a:Pads Chord -- Pad 1 -- MIDI Channel [Gch, Dch]
For more information, please see “Program: Menu Command” on page 107.
Here you can specify the MIDI channel on which the pad will transmit.
Gch: The pad will transmit on the global MIDI channel. The program will sound.
Dch: The pad will transmit on the Drum Track MIDI channel. The program of the drum track will sound.
---------------------
So your two choices appear to be Global (all channels) and Drum track (10?) - dunno if there's flexibility built into that drum track assignment, but there's none in Global.
On the other hand there've been multiple treads on how to pick sounds other than with the "traditional" numeric or touchscreen punches.

It is possible. You have to use the RPPR feature of the keyboard. Rich Formadoni even stated that in one of the youtube videos, http://www.youtube.com/user/KorgUSAVide ... H6TqFbskDc You can call Korg if you have trouble finding the instructions. That's how i got them.
EDIT: Here is a link describing how to do it in detail, http://www.korg.com/ClassDetail.aspx?ID=111
