I have figured out how to jack up the dry/wet on one of the play knobs but cant figure out if there is a way to assign effect on/off to the footswitch..
Is such a thing possible ??

I'm not sure if there's an on/off switch, but in the manual it shows the following option for the pedal "Assignable Switch Function":
"FootSw: The pedal switch will control the
parameter assigned to FootSw (CC#65)"
I'm pretty sure there's a CC number for "effects amount", so what you want to do is dig inside the MIDI CC menu page of the synth and change "effects amount" CC number to 65 so that the pedal can control it.
