Voice change but no notes

Is it possible in a combi to send a voice change to another synth but no note information?

That would be controlled at the other synth under the Global preferences menu (provided it has one) on a page that deals with MIDI filter. I'm not absolutely sure, but you might be able to do it on the sending end as well (global/midi filter).

MIDI filter determines what part of the incoming MIDI data stream, if anything, is allowed to effect the receiving synth. So if you wanted patch changes but not note on/off (playing)... or the reverse... you should be able to set that up using the filter to remove the parts of the stream you don't want.
