How do I program or create a rising bass sound?

That depends on what you mean by "rising". I would suspect that in any case the answer to your question lies in the envelope generators (EG/ADSR) and using a long attack (the A in ADSR).
The full answer would depend on whether you were looking for the bass pitch to rise or for a filter to open and give a rising brightness to the tone (also used a lot in what I would consider to be "rising" bass and/or lead sounds).
I would say start with an AL-1 bass patch and put a long attack time and high attack level on one of the EG's. Then "wire up" that EG to one or both of the oscillators and dial a fairly good amount into the mod depth. You'll probably also want to play with the decay settings depending on what you want the bass sound to do when it's risen as high as you like.
Another (probably easier) method would be to just dial in a healthy amount of portamento to a bass patch. For simplicity I'd say a PolySix patch would work very well. Put the patch in mono mode or find a bass patch that's already in mono mode (there should be no shortage of those
). Just play a very low note and hold till the tone is completely evolved then play a higher note to hear the bass sound rise. Obviously in this case you'll need to fiddle with the portamento time to your liking.

Oops, that's my bad. I was answering from work and had a bit of a brain hiccup. I figured the PolySix has the simplest layout but forgot about the lack of portamento thing.
The AL-1 is still a good engine for from-scratch patches. And I'm 100% certain it's got portamento
