Quick question about KP3+ mic/line input

Hi, prospective buyer here.

Quick question, as I want to know if I can bypass having to get a new mixer with the KP3+...

Will the KP3+ mix input from both the mic and the line input and send it to the output?

I understand that the effects will only effect only one or the other, but want to know if at least the dry sound gets passed through.

No. It's either line or mic - the KP3 doesn't sum the inputs - there is a throw switch to switch between the two.
