Program Change to External Hardware

I'm currently updating my setup and looking for two simple solutions
I have the Kronos controlling a DSI Tetra via MIDI out, with the Audio Out from the synth going into the Kronos Audio In, and then a mix goes out from the Kronos L/R to a Strymon Timeline stereo delay unit.
I put the Tetra on Midi Channel 16 and in the combi I unmute the 16ch in the mixer section and the Tetra works as expected.

-Sometimes when I choose a different combi with the same MIDI setup, the Tetra receives the MIDI notes but doesn't output sound. Maybe the Kronos sends 0 value in MIDI volume? It's strange and I can't figure out how to get it to work properly

-I want to send Program Change to the Tetra and maybe to the Timeline (it has MIDI in). Can't figure out how to do it, and I didn't find any specific info on how to do it.

Specifically what I need is when I change to a new Combi in Setlist mode, the Tetra and Strymon should change to the program I need
