Admin prevented from sending private messages

What may be the reason to be prevented from sending private messages?

Hello Sharp,
when i read this message of you and click "PM" to answer with private message, then display is changing to a frame "Information" with the message "Sorry, but the administrator has prevented you from sending private messages.".

Same in case i use PM after i clicked "you have no new message" i get the menue of privat message with active Inbox, able to use buttons (Inbox, Sentbox, Outbox, Savebox, Newpost), but in case using "Newpost" same happens again - display is changing to a frame "Information" with the message "Sorry, but the administrator has prevented you from sending private messages.".

I can see, open and read all my messages of Inbox and Sentbox, but in case trying to use "Postreply" of Inbox it is prevented to send messages.
