On my minilogue, VCO2 is at zero volume in the mix no matter where you turn the knob, however it still works for max volume. And at this max volume there appears to be some kind of distortion. For instance if you turn off everything besides VCO2 as a sawtooth wave at max volume, you can see the wave form moving left repeatedly on the screen, while for the same conditions for VCO1, it sits statically in place. This is the case for all presets as well. When a preset is loaded, VCO2 doesn't contribute to the sound, except for patches that have VCO2 at max volume by default, and those patches sound bad because of the distortion. This limits the potential of the minilogue extremely and I'm really disappointed.
I foolishly bought the minilogue from someone on craigslist and I'm not sure if I'll be able to get my money back from him, and the warranty is void of course. I honestly don't know exactly when it broke, but I noticed it was broken probably 2 weeks after I got it. Getting it fixed by an authorized repair shop doesn't seem to be an option because it will probably end up costing hundreds anyway (might as well just get a new minilogue instead) and I also do not trust these "authorized" repair shops to actually fix it, I worked with one before for a different keyboard and they just took $100 from me and told me they couldn't do anything like a month later.
If anyone has any idea how I can fix this please let me know! I haven't seen a single thing online talking about the problem I have. I also just updated the software hoping it would fix it, didn't work. Please help!!!

I'm having a similar problem with my attack knob. Mine Only goes from 0 to 200 and then jumps to the full 1023 value at the end. Probably the encoder has gone bad. Replacements cost like $10 but you have to solder it. I guess I'll try. Fingers crossed.
As for OSC 2 being slightly out of sync with OSC1 that is normal since this if an analog synth. The oscilloscope syncs with OSC1. You can adjust the tuning parameter to get it to sync better but it might just be for one key.
