How do I Format a CF Card Using a PC?

How do I Format a CF Card Using a PC?

Can someone please tell me how to format a CF Card using a pc. My TE is dead and I cannot format the card to update my operating system and I need to try and format it again. I haven't used my laptop to perform any operations like this in years so I don't remember exactly how to do this. I'm using a usb adapter with my CF card. Any help would be great.
