Legacy Digital Collection ever been sold without dongle?

Been offered a sealed box Legacy Digital Collection but the seller claims no dongle included.
Is this possible?
I think the Digital Collection has never been sold without dongle right?

It was always sold with the dongle. However, the first edition included the dongle inside the box. If the box is still sealed, the seller might not know the dongle is in there.
